I can't confirm it with

Version: 7.2.0.0.alpha0+ (x64) / LibreOffice Community
Build ID: 28555fc345ac2ccdda0e4e0f3c812c646befe68b
CPU threads: 4; OS: Windows 10.0 Build 19042; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL

Two question: How do you crete the table? Do you get the same result in Safe Mode (Help => Restart in SafeMode)?

Hi,table is created from 'insert table' icon, select random rows and columns, let's say 5x5.Fill cells with some letters, say 'aaa' 'bbb' 'ccc' ... and the select either cells filled or entire table and after go to Format>Paragraph and modify Spacing to some positive value both to 'Above paragraph' and 'Below paragraph' and also 'Line spacing' to some obvious change, let's say 1.5 lines.Noting for identification rows from A to E and columns from 1 to 5, cell A1 will get correct changes, cells A2 to A5 remain with 'single' and 0, 0, also the following row (I didn't fill rows 3,4 and 5).Next I modified only cell A2 to '2 line' spacing and some positive 'Above paragraph' and "Below paragraph' and then select whole table and Format>Paragraph for the entire selection with command to bring back all cells to 'single' and 'Above paragraph' and "Below paragraph' back to 0. Cell A2 remains unchanged.Done this also with 'safe mode' of LO.Using Windows 10 64 bit, updated to day, LibreOffice 7.1.0.3 (x64).If you want, I can give access to my computer by Teamviewer or Ultraviewer.
All the best,--
